There are several reasons why a banned member will be permanently banned and why some are allowed to return.

For the majority of banned members, they are 9 times out of 10 swaplifters. However, once in awhile, a member is banned for failure to comply with the terms of service and their account is deleted because of this reason.

There are times that we will allow the return of banned members on a “temporary” basis, in which the member is basically under a microscope until a good history is established.

We have, indeed, allowed some members to return to the site in hopes that they will be a positive addition to the site. However, we do NOT allow swaplifters to return at ALL. If you come in contact with a user who has been identified as a swaplifter under a different user name or what not, please contact one of the admins IMMEDIATELY.
