I feel like this is a dumb question and I am missing something very obvious here, but how do you add photos to the public gallery? There doesn’t seem to be any option to upload a photo anywhere.

It’s not dumb at all! What you do is go to your album. Click the picture you’d like to publicize. To the right of the picture, you’ll see two buttons – “share” and “publicize”. The rest is self-explanatory :)
